Nightlife Entrepreneurs Propose Council Operative to End Late Night Chaos



An 'Ada Colau' at night to stop Barcelona nightlife excess? 



Employers FECASARM will request city hall creates the “Night Mayor”, a mediator to resolve conflicts between nightclubs and neighbours.


The president of this business organization, Joaquim Boadas, has defended this particular Mayor: "They are a link between politicians and nightlife businesses. While a Mayor sleeps at night, he doesn't know that during this period there is a lot of economic and social activity."

"Night Mayors in Paris, London and Amsterdam mediate conflicts with neighbours and spur business and the creation of jobs at dawn. They customize dialogue between residents and nightlife operators".

"WE IMPROVE RELATIONSHIPS ..."


In conversation with this newspaper, Mirik Milan, Amsterdam Night Mayor, has appeared. "My position was created in 2003 on a voluntary basis, a few years ago I became a professional, now we are a platform for dialogue in which we find the City Council, neighbours, nightclubs and promoters."




"A night mayor demands commitment from nightlife operators, but also from neighbours. The city has to recognize the benefits of clubs which open until dawn for economic, social and cultural reasons."

This formula allows us to resolve conflicts and pacifies the city


"Clubs end up being responsible for what happens in their surroundings: anti-social behaviour, drinking in public and noise. Those who don't are left outside."

"... and we will raise the BAR"


Milan has exploited the economic benefits of his position in the Dutch capital. 


"The best clubs, most responsible for noise, flow of people and their behaviour, have won licenses to open 24 hours a day on the outskirts of the city."

"Some clubs have restaurants and art galleries next to the dance floor, and those who are most committed to neighbourhood coexistence receive Council rewards like less restrictions, which allows them to raise the bar."

Milan calls for a change in thinking:


"The night mayor is not exportable, first, clubs and neighbours should sit around the same table, and then the figure of mediator happens organically."

Like, for example, in Amsterdam the first night mayor was made aware of sexual harassment of women in clubs. In Cali (Colombia), he campaigns against youth gangs. 

"We are a link between party youths and politicians."

YES, WITH CONDITIONS


When Jordi Giró was presented with this proposal, as representative of one of the most punished neighbourhoods by anti-social behaviour at night, and President of AV Vila Olímpica, he expressed doubts. 

"Mediation always seems good to us. Although I don’t know the details, mediating in conflicts is always good, our association does it frequently."

The activist, however, points to more pressing needs:


"Before mediating it is necessary to disperse nightlife. Areas with nightclubs are problematic. It is proven. Certain areas have to be dispersed. Otherwise, I'm afraid there's an unbearable flow of people."

According to Giró, Vila Olímpica, located next to Olympic Port party zone, this problem is suffered with all its crudeness:

"We have people from 1 am to 8 am, non-stop, going up and down the streets. Shouting, urinating, fighting and vomiting. Nightclub ‘pools’ are incompatible with neighbourhood life."

International Nightlife Congress

Nightlife experts will gather in Las Vegas for the 3rd International Nightlife Congress


Delegates from Europe, America to Asia will attend the 3rd International Nightlife Congress at the World Market Center on October 26th in Las Vegas, NV, USA. We will convene the ​w​orld's foremost thinkers, policymakers, developers, ​entrepreneurs and industry stars for a conversation on helping save and shape the nightlife industry of the future. "Join the movement of people who care about saving nightlife, by helping make nightlife safe! ​Help celebrate our mission to protect and support the positive social, economic, and cultural contributions of the nightlife industry" stated J.C. D​iaz, 1st Vi​ce President of the International Nightlife Association (INA).​




Our nightlife industry is ​under constant threat. From being soft targets for terrorism and increasing violence, blaming patron drug abuse on venues/ promoters, banning or placing moratoriums on EDM-related events, new housing built close to existing venues without soundproofing, strict licensing laws, and costly operating requirements – have all played a role in eroding our nightlife.
The first part of the congress will revolve around the Nightlife & Development of nightlife districts that attract people to keep going out. The discussion will be led by Jim Peters, President of the Responsible Hospitality Institute; Jocelyn Kane, Executive Director of the San Francisco Entertainment Commission; and Elizabeth Peterson of the Elizabeth Peterson Group. Maurizio Pa​sca, President of the European Nightlife Association and President of SILB (Italy); Paul Seres, Managing Member of the New York City Hospitality Alliance; Chris 'Sarge' Curtis, Founder of the Dow​ntown Rang​ers of Las Vegas DowntownProject.com, w​ill be taking part on Nightlife & Quality of Life.

The second block of talks will cover Nightlife & Entertainment and the influence of the music industry led by Sat Bisla, President of A&R Worldwide and MUSEXPO; Josh East, Founder of LeakySync. The panel on Nightlife & Tourism Marketing will be discussed by Barak Schurr, the Global Director of Dance & Nightlife at Eventbrite (Founder of Wantickets); Louie La Vella, the Author of 'Nightclub & Bar Marketing', and Producer of the Ever After Music Festival; and Andrew Gennuso, President of 420 Tours (medical cannabis experiences) in Las Vegas.

The Nightlife & Technology panel will have Amy Vanhook, Co-Founder of UrVenue; Benjamin Torres, of Hooch app; and Cindy Rothquel Dufau, the Business Development Manager at the on-line reservations platform NightSpender.

The panel on Nightlife & Responsibility will be addressing controversial topics with Stefanie Jones, Director of Audience Development at the Drug Policy Alliance; Kim Knight representig the Electronic Music Alliance, and CEO of Buddy.Systems; Emanuel Sferios, Founder, Dancesafe. Secretary, Amend The Rave Act. and Producer & Director, of MDMA The Movie.

The Nightlife & Operations panel will be joined by Cy Waits, a famous Nightlife Impresario; Roberto Coppola, Director Market Research & Consumer Insights, at YWS Design & Architecture; a​nd​ Andrew Walsh, Captain at the Las Vegas Metropolitan Police Department.

The last session of talks will deal with the safety and security issues that are affecting the industry on an international level. The "International Nightlife Safety Seal" will be introduced by Joaquim Boadas, Secretary of the INA, as a solution to lower liability, risk and calls for service. This topic will be presented by Robert Smith, President of Nightclub Security Consultants; Doug Haines, Security Consultant representing the Security Industry Association; and United States Marshall of Nevada, Christopher Hoye.

"The International Nightlife Association tries to confront the principal problems of the sector to find entertainment places safer for everybody, without detracting the magnitude of this industry on the economy. The last year in Ibiza the congress was a success and we are sure that this year in Las Vegas we will surpass our expectations" said Abel Matutes Prats, President of the International Nightlife Association.

This year's conference in Las Vegas will also include the announcement of the 2nd International Golden Moon Awards winners. The aim is to become an International Nightlife Awards benchmark chosen by a panel of industry professionals. IBIZA BANS DRINKING IN PUBLIC

Two new measures will début during the 2016 season in Ibiza: a new tax for tourists and...

Ban on ANY LIQUID outside hotels, bars and restaurants!



The 2016 season has just started and the big clubs rush in time to give the desired final kick off to a promising summer. Loaded with new features in Ibiza, new musical bets that promise to give much to talk about, the renewal of many sessions established on the island and the last season of Space Ibiza this year. Basically, the island is on fire.

But we not only find an awesome situation in the music and clubbing scene. Politics has a say in the way of new measures not exempt of controversy in Ibiza. Local authorities don't usually work towards promoting or developing club culture and electronic music in Ibiza, but rather tend to favour cuts and bans in the Summer. They argue it’s an attempt to ensure security on the island and the tranquility of the locals. But it’s a pity these ideas are usually seen materialized by restrictions to electronic music, which current supports what was once called the “Island of Liberties”.






Last year bans came in the form of reduced opening hours, alcohol bans on air planes and impediments for beach clubs to continue. This year we find two novelties besides the eradication of ticket sellers and street entertainers: the implementation of a tourism tax and a more than controversial ban on drinking in public!





The tourism tax was a measure already introduced in 2002 but was repealed the following year with the change of government. It’s a measure already applied at many seaside and tourist resorts that is quite understandable, especially considering that tax rates will range between €0.50 and €2 for luxury establishments. On the plus side, children under 15 will not have to pay. All proceeds obtained by this route will be used for the promotion of sustainable tourism and the conservation of natural areas. Given the enormous environmental impact Ibiza is subjected to during the summer months. If the money is actually used for these purposes [we agree] it’s a reasonable measure.

New Ban on Consumption of Liquids in Public!


This new law even bans drinking WATER from plastic bottles in public, leaving tourists on the verge of dehydration! The law does not propose this, but stresses that hotels and entertainment venues - not shops or supermarkets – MUST prevent customers from leaving their premises with any type of liquid substance including alcohol poured into plastic glasses or bottles. If the customer manages to sneak out any liquid substance the establishment that provided it would be liable, so they would have to have a special security guard who would control the departure of visitors.

Do these new laws make sense? Are there more disadvantages than advantages? Will it be possible to put it into practice as proposed? Will it materialize in financial strains on tourist establishments in Ibiza, who need more staff to try to uphold it? 

Regardless, if approved it's expected to bring many headaches for tourists, hoteliers, and even the police!

"I would like very much that ‪nightlife‬ went back to being what it once was. When pleasure of getting together, dancing, and having ‪fun in a healthy and safe way was stronger than anything else. Instead, I find myself today witness of a gradual dispersion of those values that once had great meaning and instead today are gradually disappearing.

Look at what ‪nightclubs have shown in the past, to have positive momentum towards the future: this is the task we must carry out to ensure nightlife ‪entertainment shines like before. The great importance it has within the ‪tourism economy, moreover, requires of us who love this area real effort and determination.

What I would like to convey is a new ‎nightclub concept. This concept definitely doesn't want to be a bad copy of the past but simply a positive emulation so that certain values are retrieved along with those of good management. What I dream about for ages is a real revolution, a revolution that will comes from all of us. Why not invite industry insiders to support this idea, creating a new nightclub concept. Those interested in developing a specific project, can contact me."

International Nightlife Association Presents Comic

 


The International Nightlife Association presented a comic with a fictional heroine character who gives advice and protects young people who go out at night

The International Nightlife Association (INA), in collaboration with the European Nightlife Association (ENA), FECASARM (Catalan recreational music federation), Spain Nightlife, FEHR (Spain hospitality federation) and ASETS (Salou Tourist Area Business Association) presented a strong and innovative campaign coinciding with the start of new tourist season and "SALOUFEST 2016".

This civic campaign, sponsored by AUDIOTEC and GIBACARS, was revealed at a press conference 14 March at “Caffe di Mare” in Salou...

This awareness campaign was presented to the public in a comic format for the first time. It will be an international campaign which they will export to other countries – and ultimately - worldwide. They timed it prior to the “SalouFest” as a tester for an international campaign because Salou has been severely criticized in recent years and accused of being problematic [some say not true]. Bearing this in mind, the International Nightlife Association, the European Nightlife Association, FECASARM, Spain Nightlife, FEHR and the Salou Tourist Area Business Association decided together to do as much as possible to prevent unsociable behaviour during the celebration of this year’s event. 


Their objective is to regain the event’s previous good reputation and is why they decided to launch this international campaign for the first time in Salou as a tester in the lead-up to the new tourist season and "SalouFest".



They aim to make the young tourists and students aware of dangers and negative consequences should they behave in a certain way while out celebrating. The comic presents these suggestions in a light-hearted and easily understandable way.

JOY IS NOT FOR SALE

Owner of "Joy Eslava" Denies Selling the Club

Due to rumours on social networks, they deny the closure of Joy Eslava; not known who leaked the news, but just confirm that it's not true, they have many high scale projects including "Escenario Eslava" and also their 35th Anniversary... Joy can't close!!

Venue owner has denied any plans to sell


Nightlife industry entrepreneurs complain about "a decade of problems, linked with the crisis, VAT increase and inspections", leading them to “question the future." The nightclub Joy Eslava first opened the night of Monday, 23 February 1981, after overflowing public euphoria for overcoming 23F*

The owners of Joy Eslava in Madrid denied today a sales operation existed at this moment of their famous club and reaffirmed the venue "is a strong and forward-looking project".



Businessman Pedro Trapote, nightclub owner, said JOY is currently "in its period of greatest activity" with preparations of their 35th Anniversary and the launch of “Escenario Eslava” (Eslava Stage), a commitment to live music with details being announced during the anniversary. The first 35 years of Joy Eslava are hot material from the history of our Madrid.



"Nightlife entrepreneurs are suffering a decade of linked problems, with the crisis, the VAT increase, new administrative status, inheritance of misfortune Madrid Arena and continuous inspections. This leaves the sector in an uncomfortable position, and so many leads us to question the future. But it is not the case with Joy."



Thus, they have come out against reports in media that said Trapote planned to sell the distinguished club and in the future it would be a clothes store or restaurant. 



Joy Eslava, launched by entrepreneur Pedro Trapote in Madrid's central "Arenal" street, opened the evening of February 23, 1981, after the overflowing euphoria of overcoming 23-F. Since then, political figures, international celebrities, sports stars, and familiar faces of culture, cinema, music, TV...  Roger Moore, Pedro Almodóvar, Stevie Wonder and Julio Iglesias have danced at Joy Eslava

SMOKING IN SPAIN

(*) Smoking bans or smoke-free laws are public policies, including criminal laws and occupational safety and health regulations, that prohibit tobacco smoking in workplaces and other public spaces. Legislation may also define smoking as more generally being the carrying or possessing of any lit tobacco product.


It’s been nearly 5 years since this legislation came into force...

But some may be disobeying!!

The year preceding the fifth anniversary of the smoking ban, a policy that immensely annoyed owners of bars and restaurants who had already reconditioned their venues to enable areas reserved for smokers. Hospitality entrepreneurs despaired when they realized their investment was in vain and they didn't hide their fear of losing customers. Maybe it was done at the wrong time or maybe the wrong way? Radical prohibitions will inevitably generate undesirable situations...

But venues soon got used to smoke-free zones. They really did. Experts from the National Committee for Smoking Prevention gave a compliance rate of over 95% (where inspections were conducted regularly).


Spain

In 2015 there were over 120,000 inspections nationwide and...
  • 4305 Reports by local authorities (Policia Municipal and Guardia Civil).
  • 3485 Were given a warning.
  • 1739 Received a fine.

Madrid

Madrid City Council issued 620 warnings after receiving 930 reports,

however, no one was fined!


Some bars and restaurants, in the more exclusive areas of Madrid, may be dodging terrace regulations because they haven’t adapted yet or perhaps have a permissive attitude towards their customers smoking?

According to our Chief Legal Officer: "50% of the area within the perimeter must be open air."

Ayuntamiento de Madrid declined to provide any information regarding how many inspections carried out.

UK ban in 2007 made it illegal to smoke in all enclosed work places.



Russia



Russia was tobacco industries' paradise for a long time, with almost no regulation. However, the Soviet Union approved countrywide campaigns against smoking. The law "on the protection of the population from the harmful effects of cigarette smoke and the consequences of tobacco consumption" has been effective since 2014

Smoking in workplaces, on aircraft, trains and municipal transport as well as in schools, hospitals, cultural institutions and government buildings has been restricted and tobacco advertising and sponsorship forbidden. Graphic warnings have become compulsory. But only since last year has smoking also been prohibited in restaurants and cafes.
